NDU-K HOSTS SECRETARY TO CABINET

National Defence University-Kenya (NDU-K), recently hosted Secretary to the Cabinet Ms Mercy Wanjau MBS, at National Defence College (NDC). NDC is a College of NDU-K. Ms Wanjau delivered a lecture on 'Whole of Government Approach' (WOGA).
As part of her introduction, Ms Wanjau defined WOGA as being associated with the desire to ensure the horizontal and vertical coordination of Government activity in order to improve policy coherence, better use of resources, capitalize on synergies that arise from a multi-stakeholder perspective, and provide seamless service delivery to citizens and businesses.

Ms. Wanjau further noted that, the approach is designed to combat the increasing fragmentation within the public sector and public services while enhancing integration, coordination, and overall capacity.

"We have key enablers of WOGA, which are leadership and political will, shared vision, collaborative culture, legal and regulatory frameworks and M&E systems, referring to all the indicators, tools and processes that are used to measure if a program has been implemented according to the plan (monitoring) and is having the desired result (evaluation)”, She said.

Ms Wanjau further explained that the reasons why WOGA is important for Goverments is because it helps in enhancing policy coherence and coordination, increasing public trust and confidence in the government and improve decision making in resource allocation.

The lecture provided a forum for one-on-one interaction between the Secretary to Cabinet and participants of Course 26-2023/24, who are drawn from 15 countries of the world, attending the one year course which prepares senior officers and equivalent public servants for higher responsibilities in strategic direction of security and related areas of public service. They will graduate with a Master of Arts or Postgraduate Diploma in National Security and Strategy of NDU-K.

Present during the event was the Commandant NDC, Lt Gen J S Mwinyikai, NDU-K Deputy Vice-Chancellor Academic and Student Affairs, Prof Anne Muigai, NDC Faculty and Resource Persons, among others.
