At the National Defence University–Kenya (NDU-K), Performance Contracting remains a key driver of institutional excellence, providing a structured framework for planning, implementation, monitoring and performance evaluation. The framework enables the University to execute its mandate with efficiency, accountability and a results-oriented approach, ensuring the achievement of strategic objectives. Through Performance Contracting, NDU-K continues to strengthen quality teaching and learning, advance impactful research and innovation, foster community engagement, and uphold transparency and prudent resource management in support of national development.

As the Government embarks on the 23rd Cycle of Performance Contracting in the Public Service, anchored on the theme, "Strengthening Ministries, Departments and Agencies to Deliver on their Core Mandate," NDU-K remains steadfast in aligning its institutional priorities with the Government's performance agenda while reinforcing its position as Kenya's premier institution for higher education in defence, security and strategic studies. The new performance contracting cycle provides the University with a strategic opportunity to sharpen its focus on its core mandate while driving continuous improvement in institutional performance as it marks its fifth anniversary.

During the Performance Contract negotiations for the Financial Year 2026/2027, the Vice Chancellor, Lieutenant General David Tarus, underscored the central role of Performance Contracting as the Government's flagship performance management tool for strengthening accountability, enhancing efficiency and improving service delivery across the Public Service. He observed that the 2026/2027 Performance Contracting Guidelines challenge public institutions to remain firmly focused on the responsibilities for which they were established and to deliver measurable, sustainable results that create value for citizens.

Lt Gen Tarus emphasized that every performance commitment negotiated should be firmly anchored in the University's Strategic Plan, Annual Work Plan and approved budget to ensure that the agreed targets are realistic, evidence-based and fully aligned with the University's long-term strategic objectives.

As the University embarks on the implementation of the 2026/2027 Performance Contract, NDU-K remains committed to delivering on every stage of the performance contracting cycle with integrity, accountability and excellence. Guided by its Strategic Plan and the Government's performance agenda, the University will pursue the timely achievement of its agreed targets while continuously enhancing teaching, research, innovation and service delivery. Through this commitment, NDU-K will not only fulfil its institutional mandate but also contribute meaningfully to the Government's development priorities by strengthening national security, advancing defence education and research, and developing strategic leaders equipped to address emerging security challenges.
